The Regional Enviropnmental Center for Central and Eastern Europe, Country Office Macedonia, announces call for experts for the Project
"Cross-Border Cooperation through Environmental Planning and Investment" for the following positions:

- Short-term Feasibility Study Preparation Coordinator
- Short-term Senior Technical Specialist for Sanitation and Wastewater Management
- Short-term Senior Financial Analyst

The services are to be provided in connection with the project "Cross-Border Cooperation through Environmental Planning and Investment." The project is funded by the Netherlands Ministry of Foreign Affairs and implemented by The Regional Environmental Center for Central and Eastern Europe (REC). The overall objective of the project is to improve contacts and cooperation across borders and at the same time to address the critical need for environmental investment in the South East Europe (SEE) region. This call is for experts to work on preparation of full feasibility study for a Water Resources Quality Protection and Improvement project in the municipality of Debar, Macedonia.

Expected deliverables: Feasibility Study for Water Resources Quality Project in Debar

Responsibilities of the consultants:

- Feasibility Study Preparation Coordinator: The Consultant's main responsibility is to lead and coordinate a team of experts that will work together on development of the feasibility study, and as well make certain that the study is prepared according to international standards. Specific duties include: 1. Feasibility Study Preparation; 2. Organizational/coordinating activities; 3. Participation in workshops.

- Senior Technical Specialist for Sanitation and Wastewater Management: The Consultant's main responsibility is to prepare technical and environmental feasibility analysis for the planned water resources quality investment project. The Consultant will work as part of a team of experts. Specific duties include: 1. Technical and Environmental Analysis; 2. Participation in workshops.

- Senior Financial Analyst: The Consultant's main responsibility is to prepare financial and economic feasibility analysis for the planned water resources quality investment project. The Consultant will work as part of a team of experts. Specific duties include: 1. Financial and Economic Analysis; 2. Sensitivity and Risk Analysis; 3. Participation in workshops.

Contracting requirements:

The subcontracts for the positions will be let by the REC after a review of offers from eligible candidates. Offers will be accepted from both individuals applying for a specific position and companies able to provide one or more (maximum 3) individuals required to complete the assignment. The candidates will be selected on the basis of the relevant professional experience and the proposed price. Deadline for submission of offers:

Offers consisted of: CV of the expert, List of Project References relevant to this assignment, and Financial Offer shall be sent electronically to the REC Country Office Macedonia on the e-mail address kornelija@rec.org.mk, not later than 15 March, 2006, 16:00. Any offers received after this deadline will not be considered.
